"...Entering its 10th year, issue number 1, marks a significant milestone in the journal's qualitative and systematic development, aligning with Surin Rajabhat University's mission as a "University for Local Development," as well as the academic evaluation criteria of the Office of the Higher Education Commission (OHEC), the quality standards of the Thai Citation Index (TCI), and international best practices for academic journals.

In this issue, the journal has undergone improvements to its Aims & Scope, making it clearer and more specialized; registered Article Identification Numbers (DOIs) via Crossref to enhance international search and citation capabilities; and adopted an Article ID (e-Location ID) system instead of sequential page numbering to efficiently support digital publication and open access journals.

These improvements reflect an upgrade to the journal in both its "scope of knowledge" and its "article management system," crucial mechanisms for developing the journal to national standards and seeking international recognition, while maintaining its identity as an academic space meaningfully connecting "government-innovation-local development"...
