Local Innovation Management toward Excellence of Kalasin Municipality: The Reflection on the Project on Conflict Reduction and a Stable City Establishing for the Homeless and the Project on Social Reduction for the Underprivileged People
Abstract
This article has four main objectives; 1) to present the prominent characteristics of local innovations in Kalasin Municipality, 2) to reflect the patterns, methods and effects of local innovation management of those local innovations, 3) to describe the successful factors in local innovation management toward excellence of Kalasin Municipality and 4) to identify innovative problems and obstacles, as well as solutions in local innovation management of Kalasin Municipality. The results of the study showed that the prominent characteristics of local innovations in Kalasin Municipality include two local innovative projects, namely; the project on conflict reduction and a stable city establishing for the homeless and the project on social reduction for the underprivileged people. Local innovation management has a continuous and hierarchical model and approach. At the same time, the successful factors in local innovation management toward excellence of Kalasin Municipality are local administrator’s policy, collaboration, people participation and continuity of local innovation. The problems and obstacles, as well as the limitations of local innovation management, such as the interruption of official duties, ignoring the self-development of the low income and the most disadvantaged people. The guidelines for solving those problems and obstacles are the municipality has set policies and managed to find housing by way of a "stable home" approach, promoted career and reduced expenses by increasing the income in accordance with the principle of sufficiency economy.
