การปกครองส่วนท้องถิ่นมีบทบาทสำคัญต่อความเป็นอยู่ที่ดีของประชาชนที่จำเป็นต้องรับผิดชอบซึ่งเป็นการปรับหรือลดลงการเปลี่ยนแปลงในการกำกับดูแลเพื่อให้พื้นท้องถิ่นตอบสนองความต้องการของประชาชนจนเกิดความผูกพันและความพึงพอใจ การดำเนินการจึงต้องให้เกิดประโยชน์สูงสุดอย่างรอบด้าน องค์กรปกครองท้องถิ่นจึงจำเป็นต้องดำเนินการภายใต้กระบวนทัศน์ธรรมาภิบาลแนวใหม่ (New Public Governance: NPG) บทความนี้มีวัตถุประสงค์เพื่อนำเสนอแนวทางการบริหารท้องถิ่นบนพื้นฐานกระบวนทัศน์ธรรมาภิบาลแนวใหม่ ผู้เขียนใช้วิธีการศึกษาเอกสารและงานวิจัยที่เกี่ยวข้องในลักษณะการวิจัยเอกสาร (Documentary Research) ทำการวิเคราะห์เนื้อหา (Content Analysis) และสังเคราะห์องค์ประกอบพร้อมการนำเสนอเชิงพรรณนาความ ผลการศึกษาพบว่า การบริหารท้องถิ่นบนพื้นฐานกระบวนทัศน์ธรรมาภิบาลแนวใหม่ ประกอบด้วย (1) การตัดสินใจที่โปร่งใส (2) การมีส่วนร่วมของพลเมือง (3) การจัดการทรัพยากรอย่างมีประสิทธิภาพ (4) ความรับผิดชอบและความซื่อสัตย์ (5) บริการสาธารณะที่ตอบสนอง (6) สร้างพันธมิตรและความร่วมมือ (7) การบูรณาการนวัตกรรมและเทคโนโลยี
