การจัดการงานสารบรรณอิเล็กทรอนิกส์ในองค์กรภาครัฐ กรณีศึกษา: สำนักงานสัสดีจังหวัดสงขลา

ภูมิหลังและวัตถุประสงค์: ในยุคดิจิทัลการจัดการงานสารบรรณอิเล็กทรอนิกส์ (Electronic Document Management System: EDMS) ถือเป็นเครื่องมือสำคัญที่ช่วยเพิ่มประสิทธิภาพ ความโปร่งใส และความรวดเร็วในการดำเนินงานของหน่วยงานภาครัฐ สำนักงานสัสดีจังหวัดสงขลาในฐานะหน่วยงานด้านการบริหารกำลังพลและการเกณฑ์ทหาร จำเป็นต้องอาศัยระบบดังกล่าวเพื่อสนับสนุนภารกิจและการบริการประชาชนได้อย่างมีประสิทธิภาพ งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการบริหารจัดการระบบสารบรรณอิเล็กทรอนิกส์ของสำนักงานสัสดีจังหวัดสงขลา 2) ศึกษาการนำระบบดังกล่าวมาใช้ในการปฏิบัติงาน และ 3) หาแนวทางปรับปรุงการใช้งานระบบสารบรรณอิเล็กทรอนิกส์ให้เหมาะสมกับบริบทของหน่วยงาน
ระเบียบวิธีการวิจัย: การวิจัยใช้ระเบียบวิธีเชิงคุณภาพ โดยกำหนดพื้นที่ศึกษา ณ สำนักงานสัสดีจังหวัดสงขลา กลุ่มผู้ให้ข้อมูลสำคัญจำนวน 13 คน ประกอบด้วยสัสดีจังหวัด สัสดีอำเภอ ผู้ช่วยสัสดี และเสมียน ใช้วิธีการเลือกแบบเจาะจง (Purposive Sampling) เครื่องมือที่ใช้คือแบบสัมภาษณ์กึ่งโครงสร้างที่ผ่านการตรวจสอบความตรงเชิงเนื้อหา (IOC = 1.00 ทุกข้อ) ข้อมูลที่ได้ถูกวิเคราะห์ด้วยวิธีการวิเคราะห์เชิงเนื้อหา (Content Analysis)
ผลการวิจัย: ผลการวิจัยพบว่า 1) การบริหารจัดการระบบสารบรรณอิเล็กทรอนิกส์มีโครงสร้างการทำงานแบบลำดับชั้น โดยสัสดีจังหวัดมีบทบาทหลักในการกำกับและลงนาม ขณะที่สัสดีอำเภอ ผู้ช่วยสัสดี และเสมียน มีบทบาทในเชิงปฏิบัติการ ทำให้ระบบการทำงานมีความถูกต้องและตรวจสอบได้ 2) การนำระบบสารบรรณอิเล็กทรอนิกส์มาใช้ช่วยเพิ่มความรวดเร็ว โปร่งใส และลดภาระงานด้านเอกสาร แต่ยังมีข้อจำกัด เช่น ความไม่เสถียรของระบบ ขาดแคลนอุปกรณ์ และทักษะดิจิทัลของบุคลากรบางส่วน 3) แนวทางการพัฒนาระบบประกอบด้วย การปรับปรุงความเสถียรและฟังก์ชันของระบบ การจัดอบรมเชิงปฏิบัติการและคู่มือใช้งานอย่างต่อเนื่อง การสนับสนุนทรัพยากรและบุคลากรด้านเทคโนโลยี รวมทั้งการติดตามและประเมินผลการใช้งานอย่างสม่ำเสมอ
