Abstract

          Society is changing and it is imperative that a leader is in charge of governing a group in order to lead that community to the most prosperous or in the best interest. As a result, local government has a role and importance. The public service provided by the local government is a mission to serve the needs of the local people. It is therefore imperative that administrators have a leadership role in order to drive local development to keep pace with future changes

          The purposes of this research were: 1) To study the role of local leadership and the effectiveness of public service organization of local government organizations, Sakon Nakhon Province, 2) To study the relationship between local leadership roles and the effectiveness of public service organization of local government organizations, Sakon Nakhon Province, 3) To study the role of local leadership influencing the effectiveness of public service organization of local government organizations, Sakon Nakhon Province, and 4) to find ways to strengthen local leadership roles in organizing public services of local government organizations, Sakon Nakhon Province using a quantitative research model. The sample consisted of 397 people living in the administrative area of Sakon Nakhon Province. The research tool used was a questionnaire. Statistics and data analysis were percentage, mean, standard deviation. Pearson's Correlation Coefficient Analysis And stepwise multiple regression analysis. The research found that:

  1. Local leadership roles: Overall, the average was at a high level. In descending order; Being a coordinator, Team building, Negotiation, Decision-making, Being a foresight, Motivation, Being a problem solver, Analytical thinking, Resource allocation, and promotion. Effectiveness of public service organization of the local government organization: Overall, the average was at a high level. In descending order; Promoting quality of life, Infrastructure, Organizing communities and maintaining order, Management and conservation of natural resources, Planning for investment promotion, commerce and tourism, and arts culture traditions and local wisdom.
  2. Local leadership roles had a positive high-level relationship with the effectiveness of public service arrangements of local government organizations; statistical significance at the .01 level including Resource allocation, support, team building, motivation, negotiation, and being a problem solver, respectively. The moderate-positive relationship consisted of being a coordinator, being a foresight, decision-making, and being a analytical thinker.
  3. Leadership roles that influenced the effectiveness of public service arrangements of local government organizations including support, resource allocation, and being a motivator with statistical significance at the .01 levels, respectively. The 3 leadership roles jointly forecast the effectiveness of public service arrangement of the local government organization in Sakon Nakhon Province at 68.70 percent.
  4. Guidelines for enhancing local leadership roles in the organization of public services of local government organizations consisted of Department of Local Administration should hold a meeting seminar, organize visual studies outside the area, promote skills development training for local leaders, promote the process of learning social skills, using the technology used in coordination to have a modern format and speed as well as training on legal principles on budget administration and local authorities.
