การวิจัยนี้มีจุดมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 2 2) เพื่อการออกแบบและพัฒนาโปรแกรมการพัฒนาเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 2 โดยใช้วิธีดำเนินการวิจัยและพัฒนาแบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 2 จำนวน 140 คน ได้มาโดยการคำนวณจากสูตร เครซีและมอร์แกน ผู้เชี่ยวชาญเครื่องมือที่ใช้ในการ 5 คน วิจัย ระยะที่ 2 การออกแบบและพัฒนาโปรแกรมการพัฒนาเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 2 โดยการสัมภาษณ์ผู้บริหารสถานศึกษา 3 แห่ง โดยการเลือกแบบเจาะจงตามเกณฑ์พิจารณา คือ ผู้บริหารสถานศึกษาที่มีภาวะผู้นำเชิงสร้างสรรค์ เป็นที่ประจักษ์และยอมรับโดยทั่วกัน ดังนี้ 1) โรงเรียนอุบลวิทยาคม สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 1 2) โรงเรียนอนุบาลบ้านเหนือเขมราฐ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานีเขต 2 และ 3) โรงเรียนอนุบาลพิบูลมังสาหารวิภาคย์วิทยากร ประเมินโปรแกรมโดยผู้ทรงคุณวุฒิจำนวน 5 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สถิติในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น
ผลการวิจัย พบว่า
- สภาพปัจจุบัน ของภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 2 โดยรวมอยู่ในระดับปานกลาง สภาพที่พึงประสงค์ของภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 2 โดยรวมอยู่ในระดับมากที่สุด ความต้องการจำเป็นในการพัฒนาภาวะผู้นำ เชิงสร้างสรรค์ของผู้บริหารสถานศึกษา เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ การมมีความคิดสร้างสรรค์ การปรับตัวและมีความยืดหยุ่น การคำนึงถึงความเป็นปัจเจกบุคคล การทำงานเป็นทีม ตามลำดับ
- โปรแกรมการพัฒนาเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 2 ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหาสาระ 4) สื่อการเรียนรู้ 5) วิธีการพัฒนา 6) การวัดและประเมินผล เนื้อหาสาระประกอบด้วย 4 Module ได้แก่ Module 1 การมีความคิดสร้างสรรค์ Module 2 การคำนึงถึงความเป็นปัจเจกบุคคล Module 3 การปรับตัวและมีความยืดหยุ่น Module 4 การทำงานเป็นทีม วิธีการพัฒนาประกอบด้วย 1) การศึกษาด้วยตนเอง 2) การประชุม เชิงปฏิบัติการ 3) การศึกษาดูงาน และ 4) การฝึกอบรม ซึ่งผลการประเมินโปรแกรมโดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด และมีความเป็นไปได้อยู่ในระดับมากที่สุด
