แนวทางการพัฒนาการมีส่วนร่วมในการบริหารสถานศึกษา ของคณะกรรมการสถานศึกษา สังกัดเทศบาลจังหวัดกาฬสินธุ์

การวิจัยครั้งนี้นี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นการมีส่วนร่วมในการบริหารสถานศึกษาของคณะกรรมการสถานศึกษา สังกัดเทศบาลจังหวัดกาฬสินธุ์ และ 2) ศึกษาแนวทางการพัฒนาการมีส่วนร่วมในการบริหารสถานศึกษาของคณะกรรมการสถานศึกษา สังกัดเทศบาลจังหวัดกาฬสินธุ์ การวิจัยแบ่งเป็น 2 ระยะ ได้แก่ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นการมีส่วนร่วมในการบริหารสถานศึกษาของคณะกรรมการสถานศึกษา กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา ครู และคณะกรรมการสถานศึกษา รวม 234 คน เครื่องมือการวิจัย คือ แบบสอบถาม มีค่าความเชื่อมั่นเท่ากับ 0.88 และมีค่าอำนาจจำแนกระหว่าง 0.26-0.82 สถิติที่ใช้วิเคราะห์ข้อมูล คือ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ระยะที่ 2 ศึกษาแนวทางการพัฒนาการมีส่วนร่วมในการบริหารสถานศึกษาของคณะกรรมการสถานศึกษา กลุ่มเป้าหมายที่ศึกษา ได้แก่ สถานศึกษาที่มีการปฏิบัติที่เป็นเลิศ (Best Practice) จำนวน 3 แห่ง ผู้ทรงคุณวุฒิ จำนวน 9 คน เพื่อประเมินแนวทาง เครื่องมือการวิจัย คือ แบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา และแบบประเมินแนวทาง วิเคราะห์ข้อมูลโดยการหาค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัย พบว่า
- สภาพปัจจุบัน โดยรวมมีค่าเฉลี่ยอยู่ในระดับปานกลาง สภาพที่พึงประสงค์โดยรวมมีค่าเฉลี่ยอยู่ในระดับมากที่สุด และความต้องการจำเป็น เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ 1) การมีส่วนร่วมในการประเมินผล 2) การมีส่วนร่วมในการดำเนินงาน 3) การมีส่วนร่วมในการตัดสินใจ 4) การมีส่วนร่วมในการประสานงาน และ 5) การมีส่วนร่วมในการวางแผน ตามลำดับ
- แนวทางการพัฒนาการมีส่วนร่วมในการบริหารสถานศึกษาของคณะกรรมการสถานศึกษา สังกัดเทศบาลจังหวัดกาฬสินธุ์ ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา 4) กระบวนการพัฒนา และ 5) การวัดและประเมินผล ผลการประเมินแนวทางด้านความเหมาะสมและความเป็นไปได้มี่เฉลี่ยอยู่ในระดับมากที่สุด
