บทความนี้เป็นการศึกษานโยบายการปกครองท้องถิ่นของคณะรัฐมนตรี มีวัตถุประสงค์เพื่อให้เห็นวิวัฒนาการของการกำหนดนโยบายด้านการปกครองท้องถิ่น ซึ่งพบว่าคณะรัฐมนตรีตั้งแต่ พ.ศ. 2475 จนถึงปัจจุบัน คณะรัฐมนตรีได้แถลงกำหนดเป็นนโยบายที่สำคัญ 5 ด้าน ได้แก่ นโยบายการกระจายอำนาจการปกครองและการจัดตั้งองค์กรปกครองท้องถิ่น นโยบายด้านการปรับปรุงและพัฒนากฎหมายที่เกี่ยวข้องกับองค์กรปกครองท้องถิ่น นโยบายการพัฒนาโครงสร้างพื้นฐาน นโยบายด้านการบริหารบุคลากรท้องถิ่น และนโยบายด้านการคลังท้องถิ่น
