Thailand's development under "Thailand 4.0" model is challenging current
government by leading of General Prayut Chan-Ocha, Prime Minister and Head of
National Peace leading people especially poor people in the country for getting out of
the Vicious circle " Stupid, Poor and Pain " to be the developed country both
physically and mentally focused on quality of life of people. This is primary goal of
local community development to make people "good eating, living and happy", local
communities have to rely on themselves according to Philosophy of Sufficiency
Economics as an enough eating, living, using and sufficient, if remaining consumed,
gradually sold, group together to make community enterprises from community master
plans, by communities and for communities, learning from needs of people in
community itself “learning is the heart The goal is self-reliance”. Therefore, the survival
of the Thai community therefore requires a form of local community welfare were; (1)
Savings Group Welfare, (2) Community Enterprise Welfare, (3) Natural Resources
Welfare, (4) Religion, Culture and Tradition Welfare (5) Urban Community Welfare, (6)
Elderly welfare and (7) poverty Welfare.
