Collaborative Governance and the Transformation of Public Service Delivery in the Digital Government

Abstract

Background and Aims: Collaborative Governance opportunities for participation in public administration through connections among the public sector, private sector, civil society, and various social actors. This article aims to examine the development of the concept of collaborative governance and the transformation of public services in the context of digital government.

Methodology: This is an academic study based on a literature review of collaborative governance concepts and an analysis of issues related to the transformation of public service in digital government.

Results: The study found that (1) collaborative governance shifts the scope of public service from a purely authoritative role of the state to a network-based approach involving multiple sectors, and (2) the success factors for transitioning to digital government under collaborative governance include regulatory reforms that facilitate digital technology development, the integration
of technology with public service reform, and leaders with a clear digital vision who are capable of driving organizational change.

Conclusion: Collaborative governance represents a relational model of public service among multiple sectors, fostering cooperation to achieve objectives that cannot be accomplished by any single sector alone.
