Abstract

The purposes of this research were to 1) study summer rainstorm disaster management efficiency of local government organization in Nayung District, Udon Thani Province 2) study the relationship between disaster management factors of summer storm disasters and disaster management efficiency of the local government organization in Nayung District, Udon Thani Province 3) study the factors of summer storm affecting the disaster management efficiency of  the local government organization in Nayung District, Udon Thani Province  4) find ways to improve disaster management efficiency of the local government organization in Nayung District, Udon Thani Province, using quantitative research method. The sample group consisted of 421 including the 381 representatives of all population in NaYung District, Udon Thani Province, and a group of 37 people whose work related to the disaster management of summer storm of local government organization at Na Yung District, Udon Thani Province. The research tool was a questionnaire. The statistics for data analysis were descriptive statistics; percentage, mean and standard deviation. And the inferential statistics were pearson's correlation coefficient and statistical analysis of multiple-step regression analysis at the statistical significance level. And guidelines for enhancing disaster management of local government organization at Na Yung District, Udon Thani Province.  The results of the research were as follows:

  1. Disaster management efficiency of summer storm disaster of the local government organization: In descending order, including continuous service, fast service management after the disaster caused by a summer storm, readiness of the people, management before the disaster of a summer storm management, during disaster, providing services with transparency and fairness, equipment, tools, machinery, vehicles progressive service, equal service, public participation, budget, personnel, respectively.
  2. Relationship between community context factors: inputs; disaster management factors, and disaster management efficiency, of the local government organization level at a high level with positive correlation, statistical significance at the 0.01 level; induding the management after a summer storm disaster. The low level of positive correlation were in disaster management during the summer storm in terms of equipment, tools, machinery, vehicles, personnel and there were negative relationshipp; budget and public readiness, public participation and management before the windstorm disaster, respectively
  3. Factors affecting disaster management efficiency of the summer storm of the local government organization were public participation, management before the disaster of a summer storm and management after the disaster caused by a summer storm statistically significant at the .01, .01 and .001 levels, respectively. The three factors jointly forecast the disaster management efficiency of summer storm of local administrative organization at Na Yung District, Udon Thani Province.
  4. Guidelines for improving the management efficiency of summer storm disaster of the local government organization: knowledge and understanding of safety in life should be promoted, alerted inspected, supervised, improved residential buildings to be stable, strong and safe to cope with the summer storm that may occur. Should consult with others to exchange knowledge and information about prevention and reduce the intensity of summer storms with neighbors a staff member should be available to advise disaster victims in obtaining comprehensive assistance in their area of responsibility. Should come to assist people in exploring the damage by making the steps in helping to be concise and continuous and as urgent as possible. Always focus on providing services to help people from disasters, storms, and summer storms by constantly improving quality.
