Factors of New Public Management Resulting the Success of Work Performance under the Role and Duties of the Heads of Villages in Roi-et Province

Abstract

The objectives of this research were (1) to study the level of new public management of the heads of villages in Roi-et Province, (2) to study the success in work performance under the role and duty of the heads of villages in Roi-et Province, (3) to study the new public management factors resulting the success in work performance under the role and duty of the heads of villages in Roi-et Province, (4) to study their suggestions of factors resulting the success of the heads of villages in Roi-et Province, and (5) to establish the factors model of new public management resulting the success in work performance under the role and duty of the heads of villages in Roi-et Province. The samples of quantitative research were 263 persons related to the work performance under the role and duty of the heads of villages in Roi-et Province calculated by Taro Yamane formula. The instrument for research was five rating scale questionnaire of reliability level at.94. The statistics applied were mean, standard deviation, Pearson’s product-moment correlation coefficient and multiple regression analysis with stepwise method. The samples of qualitative research were 16 persons related. The results of the research were as follows ;

  1. The factors of new public management resulting the success in work performance under the role and duty of the heads of villages in Roi-et Province as a whole was rated at high level. As classified by aspect, all eight aspects were rated at high level placed in descending order of each mean were the participation democracy, the good governance, the work success commitment, the decentralization, the professional administration, the work assessment, the competency and the working strategy.
  2. The success in work performance under the role and duty of the heads of villages in Roi-et Province as a whole was rated at high level. As classified by aspect, all eight aspects were rated at high level, placed in descending order of each mean were the service, the community leaders, the state representative, the justice giving to the people, the governing and keeping peace and order, correlation with the local government organization, the economic and social development and the promotion of natural resources and environment.
  3. The factors resulting the success in work performance under the role and duty of the heads of villages in Roi-et Province were the good governance, the participation democracy, the work success commitment, the professional administration, the decentralization and the work assessment.
  4. The three highest frequency suggestion for resulting the success in work performance under the role and duty of the heads of villages in Roi-et Province were as follows; the people should be given the knowledge about law in daily life, the people should be trained about the modern administration, the satisfaction of the people toward the work of the heads of villages should be evaluated, the heads of villages should be trained the strength of bodies, minds and emotions and the people should be invited to present the problems of the villages.
  5. The Model of success in performing duties according to the roles of the Village headman in Roi Et province consists of 6 factors; Achievement-oriented performance, Professional management, Decentralization, Performance evaluation, Good governance and participatory democracy.
