PEOPLE’S PARTICIPATION IN THE ADMINISTRATION TO STRENGTH COMMUNITIES OF KUDLAD SUB – DISTRICT ADMINISTRATIVE ORGANIZATION, MEUANG DISTRICT, UBONRACHATHANI PROVINCE

Objectives of this research were: 1.To study the level of people’s participation, administration and the strong community of Kudlad Subdistrict Administrative Organization, Muang District, UbonRatchathani Province, 2.To study the relationship between people’s participation, administration, and the strong community of Kudlad Subdistrict Administrative Organization, Muang District, Ubon Ratchathani Province and 3. To study the problems, obstacles and suggestions for the people’s participation in the administration to build a strong community of Kudlad Subdistrict Administrative Organization, Muang District, UbonRatchathani Province. The methodology
was the mixed methods: The qualitative method, data were collected from 13 key informants by in-depth-interviewing and data were analyzed by descriptive analysis by classifying the key informants with frequency table and used data to support the qualitative method that collected data with questionnaires from 384 samples using Taro Yamane’s formula. The samples were people at Kudlad Subdistrict, Muang District, UbonRatchathani Province and data were analyzed by frequency, percentage, mean, standard deviation and analyzed the relationship between the people’s participation, administration, and the strong community of Kudlad Subdistrict Administration Organization, Muang District, UbonRatchathani Province and analyzed the relationship between variables to find their relationship using Pearson’s correlation coefficient method.

Findings were as follows:

1. The Participation of People in Kudlad Subdistrict, Muang District, UbonRatchathani Province. by overall, was at a moderate level (= 3.35 S.D. = 0.86). Administration of Kudlad Subdistrict Administrative Organization, Muang District, UbonRatchathani Province. by overall, was at the moderate level (= 3.39 S.D. = 0.79), The strong community of Kudlad Subdistrict Administrative Organization, Muang District, UbonRatchathani Province by overall, was at a high level (= 3.49 S.D. = 0.77).


2. The results of hypothesis testing showed that Participation Had a positive relationship with the strong community of Kudlad Subdistrict Administrative Organization Muang District UbonRatchathani Province at the statistically significant level of 0.01 indicating that more people had more participation in the administration, the more the community would be strong. Administration had positive relationship with the strong community of Kudlad Subdistrict Administrative Organization Muang District UbonRatchathani Province at the statistically significant level of 0.01 indicating that when the Subdistrict Administrative Organization Administrative Organization had a good administration, it resulted the stronger community.


3. Problems and obstacles of public participation were found that: 1) the people did not pay attention to the village discussion meeting, rarely attended a meeting to solve problems, village development plan and rarely attended village activities because they did not have time, they had to work, 2) People were not aware of the benefits that the community would gain and lacked of motivation to participate. 3) People lack knowledge and understanding of the Subdistrict Administrative Organization Administrative Organization's plans and policies and lacked of knowledge and understanding about new technology.

Recommendations: 1) Set schedule for community forum to meet the holiday or the time when most people had free time from work, 2) Create motivation by clarifying the benefits that the community will gain. 3) Promote people to have knowledge and understanding and realize the importance of participating in political, administrative and development activities in order to protect the interests of people and localities.
