Background and Aims: Rapid social and technological changes necessitate educational institutions to adapt toward participative management by decentralizing authority to administrators, teachers, and communities. This enables collective planning, decision-making, and evaluation in response to local contexts, as mandated by the National Education Act B.C. 2542 (1999). Successful participative management relies heavily on a positive organizational climate characterized by trust and open communication, which fosters motivation and reduces conflict. However, schools under the Saraburi Primary Educational Service Area Office 1 still face constraints regarding workload, resources, and diverse contexts, preventing participation from reaching its full potential. This study investigated the relationship between organizational climate and participative management as perceived by teachers under this service area to provide empirical evidence for sustainable educational quality enhancement. The objectives were to study 1) the organizational climate of the schools, 2) the participative management of school administrators, and 3) the relationship between organizational climate and participative management as perceived by teachers under Saraburi Primary Educational Service Area Office 1.
Methodology: The sample consisted of 283 teachers, determined using Krejcie and Morgan’s sample size table and selected through proportional stratified random sampling. The research instrument was a five-point rating scale questionnaire with a reliability coefficient of .958. The statistics used for data analysis included percentages, means, standard deviations, and Pearson’s product-moment correlation coefficient.
Results: 1) The overall and individual dimensions of organizational climate in schools were at a high level. The dimension with the highest mean was performance standards, followed by organizational structure, support, reward, and responsibility, respectively.
2) The overall participative management of school administrators was at a high level. The dimension with the highest mean was participation in implementation, followed by participation in evaluation, participation in decision-making, and participation in planning, respectively. 3) Organizational climate had a statistically significant positive relationship with participative management at the .01 level, exhibiting a very high degree of correlation (rxy=.857)
Conclusion: The relationship between organizational climate and participatory management of school administrators as perceived by teachers under Saraburi Primary Educational Service Area Office 1 yields the following conclusions: 1) The high level of organizational climate indicates clear goals, operational procedures, and performance standards, enabling staff to align with policy directions and facilitating continuous monitoring and evaluation. 2) The high level of participative management demonstrates that administrators actively engage teachers, particularly in translating plans into practice and evaluating projects, thereby enhancing teachers' understanding of organizational goals and driving effective educational management. 3) The strong positive correlation (rxy=.857) confirms that a supportive work environment, clear structure, mutually reinforcing performance standards, and an appropriate incentive system are crucial determinants in promoting greater teacher participation in school management.
