Abstract

Background and Aims: Organizational climate is an important factor affecting motivation, collaboration, responsibility, and the administrative effectiveness of schools, particularly in schools with different contexts in terms of size, resources, and management. This research aimed to examine the organizational climate of schools and propose guidelines for developing the organizational climate of schools under Khon Kaen Primary Educational Service Area Office 5.

Methodology: This research employed an explanatory sequential mixed-methods design consisting of two phases. Phase 1 was quantitative research. The sample consisted of 350 school administrators and teachers selected through stratified random sampling. The research instrument was a five-point Likert-scale questionnaire with a Cronbach’s alpha reliability coefficient of .994. The data were analyzed using frequency, percentage, mean, and standard deviation. Phase 2 was qualitative research. The key informants consisted of five experts selected through purposive sampling. The research instrument was a semi-structured interview form, and the data were analyzed using content analysis.

Results: The findings revealed that the overall organizational climate of schools was at the highest level (M = 4.66, SD = 0.19). When considered by aspect, performance standards had the highest mean score and were at the highest level (M = 4.79, SD = 0.27), followed by warmth and support, which were at the highest level (M = 4.75, SD = 0.29); organizational structure, which was at the highest level (M = 4.72, SD = 0.33); responsibility, which was at the highest level (M = 4.59, SD = 0.38); and rewards and motivation, which were at a high level (M = 4.34, SD = 0.36), respectively.

Conclusion: The findings indicate that the schools under Khon Kaen Primary Educational Service Area Office 5 had an overall organizational climate at the highest level, particularly in performance standards, whereas rewards and motivation should be further developed. Therefore, the guidelines for developing organizational climate should focus on five aspects: 1) Organizational Structure: Schools should implement school-based management, assign tasks according to personnel expertise, and reduce work redundancy and non-teaching workloads; 2) Warmth and Support: Schools should foster a collegial culture and promote Professional Learning Community (PLC) practices;
3) Rewards and Motivation: Schools should use transparent evaluation systems together with non-monetary incentives through recognition and commendation; 4) Performance Standards: Schools should apply the PDCA quality cycle and reflect outcomes through Self-Assessment Reports; and 5) Responsibility: Schools should provide academic autonomy and foster a shared sense of ownership for students’ learning achievement.
