A Study of The Problem State and Guidelines for Eveloping The Competency of Personnel in Service Providing of Savan – Seno Special Economic Zone Authority, Savannakhet Province, Lao People Democratic Republic

Abstract

The purposes of this study were: 1) to investigate the problem state and guidelines for developing the Competency of personnel in service providing of Savan-Seno Special Economic Zone Authority, 2) to create plans for developing the Competency of personnel in service providing of Savan-Seno Special Economic Zone Authority, and 3) to assess plans for developing the Competency of personnel in service providing of Savan-Seno Special Economic Zone Authority. The target group included 45 people. The instruments used in data collection were a structured interview guide and a form for assessing development plans. Statistics used in data analysis were: percentage, mean, and standard deviation.

            The findings were as follows:

1. The problem state of Competency of personnel in service providing of Savan-Seno Special Economic Zone Authority in each aspect found that most of them lacked knowledge and understanding of the job they did, lacked the continuous training, lacked study visits, and lacked learning exchanges in job practice and plans for developing the potential of personnel in service providing of Savan-Seno Special Economic Zone Authority, Savannakhet province. Therefore what should be done was as follows: making a development manual, 2) brainstorming, 3) developing communication, 4) study visits, and 5) doing a workshop.


2. Guidelines for creation of plans for developing the Competency of personnel in service providing of Savan-Seno Special Economic Zone Authority, Savannakhet province, Lao People Democratic Republic from the brainstorming among experts included 5 aspects; 1) equal service delivery comprising 5 plans, 2) adequate service, comprising 4 plans, 3) service punctuality, comprising 4 plans, 4) continuous service, comprising 3 plans, and 8) progressive service, comprising 2 plans


3. The assessment result of guidelines for developing the Competency of personnel in service providing of Savan-Seno Special Economic Zone Authority, Savannakhet province, Lao People Democratic Republic was at high level (mean = 4.14, S.D. = .78)
