Abstract

The purpose of this study is development of transparent mechanisms in local development planning, especially local highway construction projects. This research emphasizes public participation together with government agencies to reduce the risk
of corruption in the procurement process. The research is divided into two sub-projects, which are defining risk management measures and indicators, and developing a digital platform of participation. This was a qualitative research and in-depth interviews were employed with 32 key informants from four local administrative organizations.


The research found that the major issues were favoritism in procurement,
non-standard of road construction, and insufficient disclosure of information to public. This study propose applying the ISO 37001 framework under 12 measures and 13 indicators according to the PDCA cycle, along with a digital platform of participation. Then, the citizens can systematical report, file complaints, offer feedback, track and monitor the projects.


The impact of policy found that findings can be used as a guideline to enhance anti-corruption efforts in local administrative organizations. This involves integrating structural measures based on ISO 37001 standards with digital innovations to increase transparency, credibility, and public trust. It also supports local authorities in providing tools for risk management, project monitoring, and comprehensive public disclosure of information. This leads to a reduction in corruption and an improvement in the quality of local development to sustainably meet the needs of the people.
