Factors Affecting Procurement Efficiency under the Specific Method of the Public Procurement and Supplies Administration Act B.E. 2560 (2017): A Case Study of Mahasarakham University

Abstract

Background and Aims: The objectives of this research were 1) to study the opinions of personnel on the factors that affect procurement efficiency in a specific way. According to the Public Procurement and Procurement Management Act B.E. 2560 (2017) of Mahasarakham University 2) to study the level of factors affecting the efficiency of procurement by a specific method. In accordance with the Public Procurement Management Procurement Act B.E. 2560 (2017) of the departments in Mahasarakham University, and 3) to study the recommendations on factors affecting procurement efficiency. According to the Public Procurement Act B.E. 2560 (2017) of the departments in Mahasarakham University.

Methodology: This research is a quantitative research, and the researcher selected a specific sample group (Purposive Sampling), including personnel in the supply chain and those involved in procurement in the university. The statistics used in the data analysis include Descriptive Statistics, including Frequency, Percentage, Mean, and Standard Deviation.

Results: It was found that the factors affecting the procurement according to the procurement regulations When looking at each aspect, it was found that all aspects were at a high level, with the highest average of parcel control (X̄ = 4.03), followed by the supply supply (X̄ = 3.99) and distribution (X̄ = 3.90) respectively. Efficiency in procurement according to procurement regulations When looking at each aspect, it was found that all aspects were at a high level, with the highest average (X̄ = 4.22), followed by efficiency and effectiveness (X̄ = 4.10) and transparency (X̄ = 4.09) respectively.

Conclusion: Factors affecting procurement have a positive impact. In terms of procurement, control, and distribution, and in terms of procurement efficiency, there is a positive impact in terms of transparency, verifiability, but also in terms of cost-effectiveness, efficiency and effectiveness. We must find ways to continue to develop for the best interests of the organization.
