Potentials, Problems, and Needs of the People: A Case Study of Chiang-ard Neua Village, Lao Tang Kham Subdistrict, Phon Pisai District, Nong Khai Province

Abstract

This research aimed to: 1) study general physical contexts in community and household levels; 2) explore potentials, problems, and needs of the people; and 3) establish a venue for exchanges among researchers and the people of Chiang-Ard Nuea Village, Moo 13, Lao Tang Kham Subdistrict, Phon Pisai District, Nong Khai Province. Research methodology and data collection consisted of snowball sampled interview, participatory observation, and survey.

            The results indicated the physical characteristics of Chiang Ard Nuea Village as plateau and alluvial plain. The significant water sources include Nam Suay Canal and Nong Bor Swamp (Chiang-Ard Reservoir), with which the community is strengthened agriculturally - e.g. rice farming (in- and off-season), planting, livestock, and fishery. However, it was found that Nong Bor Swamp is covered in unwanted flora, rendering the water to be shallow and of low quality. Additionally, the community possesses economic, social, and political potentials. There are groups for fresh-water fish processed products, concrete-pond fish farming, and other types of agriculture. Amidst economic recession, there were needs to promote supplementary work and additional publicization among the groups. Comments from the exchange and lesson-learning venue suggested strengthening occupational groups, solving issues regarding natural resources, as well as continuous follow-up and regulation on the procedures, with comprehensive participation from local governmental agencies, the public, and civil society.
