Abstract

The scope of this research is to explore, study and analyze obstacles concerning permission and regulation of broadcasting and television businesses, in order to formulate a recommendation of an approach to amending notifications, regulations and rules, as to be consistent with the relevant laws and suitable for circumstances of communication technologies, market environments and social conditions, which are currently changing, and comparatively study and analyze laws of different countries, comprising of: the United States of America; the Republic of Korea; the Republic of Singapore; the Federal Republic of Germany (a country in the European Union), as to be data for analysis in formulating the recommendation of an approach to amending notifications, regulations and rules on permission and regulation of broadcasting and television businesses, in 5 significant issues, being: 1) rules concerning types of licenses and method of permission to operate broadcasting and television businesses; 2) categorization and prioritization of television services; 3) businesses of broadcasting television as general services and broadcasting television of major sports events; 4) regulation of inappropriate contents; and 5) regulation of personal data.
