DEVELOPMENT OF AN INTEGRATED MODEL FOR NARCOTICS CONTROL BY THE INTERNAL SECURITY OPERATIONS COMMAND IN CHIANG MAI BORDER AREAS

Abstract

This study investigates the existing problems, obstacles, and approaches to developing an integrated model for narcotics-related issues implemented by the Internal Security Operations Command (ISOC) in Chiang Mai border areas, aiming for sustainable solutions. A qualitative research approach, including document analysis and in-depth interviews with 30 key informants—executives, policy implementers, and individuals affected by policies—revealed significant policy implementation challenges: unclear communication causing varied interpretations, a lack of cohesion, limited collaboration, uneven resource distribution, and insufficient awareness of core villages. To address these issues, the study recommends developing a clear, unified policy framework, increasing awareness and understanding, creating a joint action plan, supporting coordination efforts, allocating resources appropriately, adopting the "Mother of the Land Fund" model, strengthening the capacities of responsible agencies, and aligning performance indicators with actual local challenges for sustainable narcotics solutions.
