PROBLEM OF THE GUN CONTROL LAWS: THE COMPARATIVE STUDY AMONG AUSTRALIA, NORWAY, SOUTH KOREA AND THAILAND

This article focuses on legal issues regarding the possession and using firearms in Thailand under the Firearms, Ammunition, Explosives, Fireworks, and Imitation Firearms Act, 1947. This article also studied and compared the gun control law in Australia, Norway, South Korea, and Thailand in order to improve and develop gun control laws in Thailand to be effective and appropriate for the context of Thai society. The study found that gun control law Thailand has legal problems in pre-issuing and post-issuing a firearm license. Legal problems of pre-issuing a firearm license are still vagueness regarding the definition of firearms and the purpose and qualifications of the firearm applicant. Moreover, the gun control law has not set legislation on the issue of mental health examination and safety knowledge in the possession and use of firearms before issuing a license. For legal problems after issuing a firearm license is unclear on the issue of revocation of a license and there is no law to inspect firearm possession, renew of a license, safe storage of firearms, inspection of firearm storage, and use of firearms on purpose of application.
