This research was intended to study the role, problems, and strategies on road accident assistance of local administrative organisations in Khiriratnikhom, Suratthani and provide suggestions. The target subjects were the directors of four local road accident assistance centres and one from a local rescue unit. The data was gathered using in-depth interviews, which consisted of 1) basic information about road accident assistance role of the organisations and 2) problems on operations and coordination with other organisations, problem management and obstacles. According to the study outcomes, the role of local organisation in establishing Emergency Operation Centres was in accordance to Provincial Disaster Prevention and Mitigation Plan of the Article (16) 1 of The Disaster Prevention and Mitigation Act B.E. 2550 by setting Special Command Centres comprised of eight departments and one council. The problems and obstacles in operations and coordination were the delay of communication due to communication system flaws, the delay in approaching the accident scenes due to rubbernecking and the failure in reporting the locations of the accident scenes via phone, and failure in describing the severity of injuries and damages, which led to the mistakes of sending a wrong type of rescue vehicles. The solutions to aforementioned problems and obstacles were to procure radio communication devices, provide training courses in using the devices to communicate properly, form rapid response units to respond quickly to the situations, seek cooperation from the people to allow rescue vehicles to access the scenes, and improve road infrastructure such as signs, lights, etc.
