Abstract

This paper aimed to study 1) the disaster management, 2) the situation of the problems and causes of problems in the disaster management, and 3) propose advices on disaster protection and disaster relief management of Phunphin Local Administrative Organisation (LAO), Phunphin, Suratthani. Data were collected by sample group interviewing, consisted of 33 subjects, and then analysed and summarised the data in descriptive information. It was found that the disaster protection and relief management of Phunphin LAO, Phunphin, Suratthani could be categorised into 4 stages; (1) Pre-disaster Period: Phunphin LAO and the community participated in surveying risk areas and safe areas as well as surveying evacuate routes, storing food and drink, preparing rescue resources, resuscitation devices, first aids kits and emergency communication devices, and then established Phunphin LAO centre for disaster protection and mitigation, managed under the Community-Based Disaster Risk Management (CBDRM) scheme, with One Tambon One Search and Rescue (OTOS) team and 80 civil defence volunteers being ready to formulate disaster protection and mitigation plan, disaster response plan, disaster readiness plan and evacuate plan including to prevent and solve disaster problems and establish operation centre. (2) Emergency Period: In this period, OTOS team inspects and reports to Phunphin LAO Operation centre to plan for rescue operations. (3) Early Recovery Period: The disaster relief unit was established to provide first aids and to look after flood victims to survive daily living. (4) Long Term Recovery Period: This was the period to recover livelihood of the community, promote occupations, support families and provide scholarships for children of victims.
