การประหยัดจากขนาดของวิสาหกิจขนาดกลางและขนาดย่อมในประเทศไทย

บทคัดย่อ

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อวิเคราะห์และเปรียบเทียบการประหยัดจากขนาด (Economies of Scale) ของวิสาหกิจขนาดกลางและขนาดย่อม (SME) ไทย จำแนกตามขนาดกิจการและภาคธุรกิจ และเสนอแนะนโยบายส่งเสริม SME แบบจำเพาะตามหลักฐานเชิงประจักษ์ กลุ่มตัวอย่างประกอบด้วยข้อมูลงบการเงินจำนวน 43,184 รายการ จากฐานข้อมูลเปิดของสำนักงานส่งเสริมวิสาหกิจขนาดกลางและขนาดย่อม (สสว.) ปีงบการเงิน 2564 ครอบคลุม 77 จังหวัดทั่วประเทศ จำแนกเป็น 3 ขนาดกิจการ (รายย่อย รายเล็ก และรายกลาง) และ 4 ภาคธุรกิจ (การค้า การผลิต เกษตร และบริการ) การวิเคราะห์ใช้สถิติ One-way ANOVA ร่วมกับการประมาณค่าแบบจำลองลอการิทึม (Log-Log) ด้วยวิธีกำลังสองน้อยที่สุดแบบถ่วงน้ำหนัก (Weighted Least Squares) พร้อมทดสอบสมมติฐาน H0: β = 1 ผลการวิจัยพบว่า SME ไทยโดยรวมมีค่า β เท่ากับ 1.026 (p < 0.001) ซึ่งบ่งชี้ภาวะไม่ประหยัดจากขนาดในระดับเล็กน้อย อย่างไรก็ดี เมื่อจำแนก ตามขนาดกิจการพบว่าวิสาหกิจขนาดย่อม (β = 0.992) และวิสาหกิจขนาดกลาง (β = 0.961) มีการประหยัดจากขนาดอย่างมีนัยสำคัญ ขณะที่วิสาหกิจขนาดย่อยยังไม่ผ่านระดับประสิทธิภาพขั้นต่ำ (β = 1.011) เมื่อจำแนกตามภาคธุรกิจทุกภาคมีค่า β สูงกว่า 1 โดยภาคเกษตรสูงสุด (β = 1.064) และภาคบริการต่ำสุด (β = 1.024) ด้านอัตรากำไรสุทธิพบว่าวิสาหกิจขนาดย่อยมีอัตรากำไรสูงสุด (ร้อยละ 37.7) แม้จะยังไม่มีการประหยัดจากขนาด สะท้อนโครงสร้างเชิงสถาบันที่ต้นทุนทางบัญชีต่ำกว่าต้นทุนทางเศรษฐกิจที่แท้จริง ผลการวิจัยเสนอแนะให้ สสว. ออกแบบนโยบายจำเพาะตามขนาดกิจการ โดยมุ่งช่วยวิสาหกิจขนาดย่อยผ่านการเข้าถึงสินเชื่อและโครงการรวมกลุ่ม (clustering) เพื่อก้าวข้ามระดับประสิทธิภาพขั้นต่ำ และลดต้นทุนที่ไม่เกี่ยวกับการผลิตสำหรับวิสาหกิจขนาดย่อมและขนาดกลาง เพื่อให้สามารถแปลงความได้เปรียบด้านต้นทุนให้เป็นกำไรได้อย่างเต็มที่
