The Guidelines For Developing Hospital Group Service of National Social Security Fund in Vientiaine Capital in Lao People’s Democratic Republic

Abstract

The objectives of this study to evaluate the need and to the evaluation of feasibility and appropriateness the developed for service provision of partner hospitals of the National Social Security Fund in Vientiane Capital. This is a research for development, which includes three phases of field data collection as following: phase 1 was the assessment of the need for service provision in the partner hospitals of the National Security Fund. The target group of this assessment was the members of National Social Security, who use the health services in central hospitals in Vientiane Capital. About 400 people. The study instruments were questionnaires. The data analysis used the descriptive statistics. Phase 2 determining the developed service guidelines for partner hospitals of the National Social Security Fund subjected to collect the data from 12 selected stakeholders. The study instruments were the interviews content analysis and overview. Phase 3 is the assessment the feasibility and appropriateness of developed service guidelines for partner hospitals of the National Social Security Fund. About 30 involved senior officers. A form containing the questions on feasibility and appropriateness was used to evaluate the developed service guidelines. Collected data was analyzed using descriptive statistics.

                The results of this study are as follows: phase 1 showed that the priority need was the tool and equipment, secondly the physical readiness, thirdly the service procedures, fourthly the information system and lastly was the personnel. Phase 2 found that the guidelines consisted 5 critical areas such as personnel, service process, physical readiness, information and public relations system, and tools and equipment. In addition, the guidelines clearly include the roles, principles and reasons, objectives, projects/development activities and practical evaluation. And phase 3 the evaluation of feasibility and appropriateness of developed service guidelines for partner hospitals showed that the overall fitness assessment score was at a high level, the feasibility assessment was also at a high level.
