การวิจัยเรื่องนี้มีวัตถุประสงค์ 1.เพื่อศึกษากระบวนการนโยบายในการแก้ปัญหาการขาดแคลนแรงงานในอุตสาหกรรมรองเท้าของรัฐบาล 2.เพื่อตรวจสอบผลลัพธ์ของกระบวนการนโยบายการแก้ใขปัญหาด้านแรงงานในอุตสาหกรรมรองเท้าของรัฐบาล 3.เพื่อนำเสนอแนวทางที่เหมาะสมของกระบวนการนโยบายในการแก้ใขปัญหาด้านแรงงานขาดแคลนในอุตสาหกรรมรองเท้า
การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ ทำการรวบรวมข้อมูลปฐมภูมิจากการสัมภาษณ์เชิงลึกจากผู้บริหารสถาณประกอบการและผู้นำแรงงาน ที่อยู่ในอุตสาหกรรม รองเท้า ขนาดเล็ก ขนาดกลางและขนาดใหญ่ จำนวน 18 ราย และ ข้าราชการ กระทรวงแรงงาน ในระดับกำหนด นโยบาย ระดับ นำนโยบายไปสู่การ ปฏิบัติ จำนวน 9 ราย รวมทั้งสิ้น 27 ราย และผู้ทรงคุณวุฒิจำนวน 7 ราย สำหรับการประชุมกลุ่ม และข้อมูลทุติยภูมิจากการศึกษาเอกสารที่เกี่ยวข้อง
ผลการวิจัยพบว่า 1กระบวนการนโยบายการแก้ปัญหาการขาดแคลนแรงงานในอุตสาหกรรมรองเท้าของรัฐบาลมีลักษณะจากบนลงล่างขาดการมีส่วนร่วมของภาคเอกชนและแรงงาน 2ผลลัพธ์ของกระบวนการนโยบายในการแก้ใขปัญหาด้านแรงงานในอุตสาหกรรมการผลิตรองเท้าของรัฐบาล มีปัญหาอยู่ที่การนำไปปฏิบัติแล้วไม่บรรลุวัตถุประสงค์ เนื่องจาก การขาดการมีส่วนร่วมของภาคเอกชน และความคาดหวังที่ค่อนข้างสูงของ ผู้ประกอบการอุตสาหกรรมขนาดกลางและเล็ก รวมถึงผู้ใช้แรงงานจากงาน3) แนวทางที่เหมาะสมของกระบวนการนโยบายแก้ปัญหาการขาดแคลนแรงงานในอุตสาหกรรมรองเท้าต้องเริ่มจาก การสร้างความเป็นเอกฉันท์ในหมู่ชุมชนนโยบาย สร้างและคงความเป็นผู้นำในการผลักดันการเปลี่ยนแปลงโดยกระทรวงแรงงาน พัฒนาความสามารถการแข่งขันของผู้ประกอบการและแรงงาน บูรณาการองค์ความรู้และความร่วมมือระหว่างภาครัฐและผู้ประกอบการ ระบบสวัสดิการแรงงานและประกันสังคม การพัฒนาอาชีวะศึกษา พัฒนาโครงสร้างองค์กรและโครงสร้างงบประมาณให้สอดประสานกับการปฏิรูป พัฒนาการจัดเก็บวิเคราะห์และแจกจ่าย ข้อมูลข่าวสาร การจัดการจัดหาแรงงานที่เหมาะสม การพัฒนาฝีมือแรงงาน
