การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาองค์ประกอบและตัวชี้วัดของภาวะผู้นำทางวิชาการของครู 2) สร้างรูปแบบการพัฒนาภาวะผู้นำทางวิชาการของครูโดยใช้โรงเรียนเป็นฐาน สังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดกาฬสินธุ์ และ 3) ศึกษาผลการทดลองใช้รูปแบบการพัฒนาภาวะผู้นำทางวิชาการของครูโดยใช้โรงเรียนเป็นฐาน สังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดกาฬสินธุ์ การวิจัยแบ่งออกเป็น 3 ระยะ คือ ระยะที่ 1 ศึกษาองค์ประกอบภาวะผู้นำทางวิชาการของครู โดยสังเคราะห์ข้อมูล การสนทนากลุ่ม และสอบถามความคิดเห็นกลุ่มเป้าหมาย จำนวน 234 คน ระยะที่ 2 สร้างรูปแบบการพัฒนาภาวะผู้นำทางวิชาการของครูโดยใช้โรงเรียนเป็นฐาน สังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดกาฬสินธุ์ โดยการประชุมอภิปรายแบบพหุลักษณะเพื่อหาฉันทามติ (Multi Attribute Consensus Reaching: MACR) และ ระยะที่ 3 ศึกษาผลการทดลองใช้รูปแบบการพัฒนาภาวะผู้นำทางวิชาการของครูโดยใช้โรงเรียนเป็นฐาน สังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดกาฬสินธุ์ โดยการทดลองใช้ในสถานศึกษา 1 แห่ง มีกลุ่มเป้าหมาย จำนวน 18 คน
ผลการวิจัย พบว่า (1) องค์ประกอบและตัวชี้วัดของภาวะผู้นำทางวิชาการของครูโดยใช้โรงเรียนเป็นฐาน สังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดกาฬสินธุ์ ประกอบด้วย 1) องค์ประกอบด้านการเป็นแบบอย่างด้านการเรียนการสอน มี 4 องค์ประกอบย่อย 17 ตัวชี้วัด 2) องค์ประกอบด้านการเน้นผลสัมฤทธิ์ทางการเรียน มี 4 องค์ประกอบย่อย 9 ตัวชี้วัด 3) องค์ประกอบด้านทักษะการเป็นครูมืออาชีพ มี 4 องค์ประกอบย่อย 16 ตัวชี้วัด และ 4) องค์ประกอบด้านการมีส่วนร่วมในการพัฒนาคุณภาพการศึกษา มี 5 องค์ประกอบย่อย 13 ตัวชี้วัด (2) องค์ประกอบของรูปแบบ ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) กิจกรรม 4) เนื้อหา 5) สื่อการเรียนรู้ 6) ระยะเวลาการพัฒนา และ 7) การประเมินผล โดยมีผลการประเมินความถูกต้อง ความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์ของรูปแบบในภาพรวมอยู่ในระดับมากที่สุด (3) ผลการทดลองใช้รูปแบบการพัฒนาภาวะผู้นำทางวิชาการของครูโดยใช้โรงเรียนเป็นฐาน สังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดกาฬสินธุ์ ภาพรวมมีค่าเฉลี่ยอยู่ในระดับมากที่สุด
