การวิจัยฉบับนี้มีวัตถุประสงค์หลักเพื่อสร้างรูปแบบการบริหารศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี ที่เหมาะสมโดยมีวัตถุประสงค์เฉพาะ คือ 1) เพื่อศึกษาสภาพปัญหาและความต้องการรูปแบบการบริหารศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี 2) เพื่อสร้างรูปแบบการบริหารศูนย์
วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี 3) เพื่อทดลองใช้และปรับปรุงรูปแบบการบริหารศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี 4) เพื่อประเมินความเป็นไปได้ ความเหมาะสม ความเป็นประโยชน์ของรูปแบบการบริหารศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี
การวิจัยมี 4 ขั้นตอน ดังนี้
ขั้นตอนที่ 1 การศึกษาสภาพปัญหาและความต้องการรูปแบบการบริหารศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี
ขั้นตอนที่ 2 การสร้างรูปแบบการบริหารศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี
ขั้นตอนที่ 3 การทดลองใช้และปรับปรุงรูปแบบการบริหารศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี
ขั้นตอนที่ 4 การประเมินความเป็นไปได้ ความเหมาะสม ความเป็นประโยชน์ของรูปแบบการบริหารศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี โดยการประชาพิจารณ์
ผลการวิจัย พบว่า
1. สภาพปัญหาและความต้องการ พบว่า สภาพปัญหาจากการสังเคราะห์เอกสาร และงานวิจัยที่เกี่ยวข้อง มีสภาพปัญหาในการบริหารงานโดยใช้หลักการบริหารทั่วไป ได้แก่ การบริหารบุคลากร การบริหารงบประมาณ การบริหารวัสดุ อุปกรณ์ และการบริหารจัดการ ส่วนความต้องการของการบริหารงานศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี พบว่า มีความต้องการสร้างรูปแบบการบริหารศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริจังหวัดอุทัยธานี
2. รูปแบบการบริหารศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี ประกอบด้วยหลักการบริหาร 9 ด้าน ได้แก่ การบริหารด้านบุคลากร (Man) การบริหารด้านงบประมาณ (Money) การบริหารด้านวัสดุ อุปกรณ์ (Materials) การบริหารด้านการจัดการ (Management) การบริหารด้านการสร้างกระบวนการมีส่วนร่วมของภาคีเครือข่าย/ผู้มีส่วนได้ส่วนเสีย (MOU) การบริหารด้านเวลา (Minute) การบริหารด้านตลาด (Marketing) การบริหารด้านจิตบริการ (Mind Service) และการบริหารด้านคุณธรรม (Morality)
3. ผลการทดลองใช้รูปแบบการบริหารศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี พบว่า ผลการทดลองใช้รูปแบบการบริหารศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี มีการปรับปรุงรูปแบบการบริหารศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี ตามผู้ทรงคุณวุฒิ และมีความสอดคล้องกับการบริหารงานของศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี ครบทุกด้าน
4. ผลการประเมินความเป็นไปได้ ความเหมาะสม ความเป็นประโยชน์ของรูปแบบการบริหารศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริจังหวัดอุทัยธานี พบว่า ผู้ประเมินรูปแบบการบริหาร ศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี มีความเห็นสอดคล้องกับรูปแบบการบริหารศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี อยู่ในระดับมากที่สุด ค่าเฉลี่ยภาพรวมเท่ากับ ( = 4.997) โดยความเป็นประโยชน์ของรูปแบบการบริหารศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี มีค่าเฉลี่ยเท่ากับ ( = 4.999) ความเหมาะสมของรูปแบบการบริหาร ศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี มีค่าเฉลี่ยเท่ากับ ( = 4.997) และความเป็นไปได้ของรูปแบบการบริหาร ศูนย์วงเดือน อาคมสุรทัณฑ์ ศูนย์ฝึกอาชีพราษฎรตามพระราชดำริ จังหวัดอุทัยธานี มีค่าเฉลี่ยเท่ากับ ( = 4.996) ตามลำดับ
