สภาวะโลกปัจจุบันมีการเปลี่ยนแปลงอย่างรวดเร็วและมีปัญหาหลากหลายมิติในสังคม องค์กร และภาคประชาชน จึงมีความสำคัญและจำเป็นอย่างยิ่งในการพัฒนายกระดับศักยภาพผู้นำผู้บริหารองค์กรที่จะต้องมีความรู้ในสภาพปัญหาการให้บริการสวัสดิการของประชาชนภายในประเทศ ผู้ศึกษาจึงวิเคราะห์ถึงวัตถุประสงค์ คือ (1) การวิเคราะห์นโยบายศาสตร์ขององค์กรภาครัฐ (2) นำเสนอศักยภาพการให้บริการสวัสดิการที่เป็นเลิศของภาวะผู้นำองค์กรภาครัฐ และ (3) เสนอแนะศักยภาพการให้บริการสวัสดิการที่เป็นเลิศของภาวะผู้นำองค์กรภาครัฐ
