Abstract

This research aimed to 1) examine the level of opinions regarding procurement operations among procurement staff at Thammasat University, 2) compare these opinions across different groups of procurement staff, and 3) propose strategies for improving the efficiency of procurement operations among procurement staff at Thammasat University. Data were collected from 131 questionnaires completed by chief procurement officers, procurement staff, or those assigned to procurement duties within various departments at Thammasat University. A mixed-methods approach, including both quantitative and qualitative research, was employed. Statistical analyses included frequency, percentage, mean, standard deviation, one-way ANOVA (F-test), and t-test.

The findings indicated that overall opinions regarding procurement operations among procurement staff at Thammasat University were at a high level. The hypothesis testing revealed that opinions on procurement operations and inventory management did not significantly differ based on department, gender, job position, or age. However, differences in procurement experience led to significant differences in opinions on these operations. The study suggested that to improve procurement efficiency at Thammasat University, an annual procurement plan should be developed, with ongoing monitoring and evaluation to ensure adherence to the plan. Additionally, the revision of operational manuals and sample documents should be undertaken to standardize procedures. Staff development through training in relevant laws and regulations is recommended, along with the implementation of systematic inventory control measures aligned with legal and procurement regulations. Before disposing of unnecessary inventory, departments should notify other units about available, usable items for potential transfer, followed by a proper inventory assessment and disposal process.
