สมเด็จฮุน เซน กับการครองอำนาจนำทางการเมืองในกัมพูชา (Samdech Hun Sen with Hegemony in Cambodia Politics)

Abstract

บทความนี้ มีวัตถุประสงค์เพื่อนำเสนอปรากฏการณ์ทางการเมืองที่เกิดขึ้นในกัมพูชาโดยอาศัยทฤษฎีหรือกรอบแนวคิดเรื่องการครองอำนาจนำ (Hegemony) ของอันโตนิโอ กรัมชี่ (Antonio Gramsci) เป็นเครื่องมือในการอธิบายปรากฏการณ์ผ่านผู้นำทางการเมืองอย่างสมเด็จฮุน เซน ซึ่งเป็นหน่วยในการวิเคราะห์ในฐานะที่เป็นผู้ดำเนินการสร้างภาวะการครองอำนาจนำโดยในทางปฏิบัตินั้นต้องอาศัยกลไกต่าง ๆ เพื่อปฏิบัติการ เช่น การใช้สื่อ และสถาบันต่าง ๆ หรือสิ่งใด ๆ ก็ตามที่สามารถนำมาใช้เพื่อโน้มน้าว ชักจูง และครอบงำทางความคิดได้ ทั้งนี้กลไกต่าง ๆ นี้ จะถูกกลุ่มหรือชนชั้นที่ต้องการครองอำนาจนำ นำมาใช้ในพื้นที่ทางสังคม ที่เรียกว่า ประชาสังคมควบคู่ไปกับการใช้อำนาจบังคับในสังคมการเมือง เพื่อให้สามารถสร้างสภาวะการครองอำนาจนำได้อย่างเบ็ดเสร็จ โดยในงานชิ้นนี้ได้จำแนกกลไกที่สมเด็จฮุน เซน พยายามใช้ดำเนินการสร้างสภาวะการครองอำนาจนำเป็น 2 ประเภท คือ กลไกการครองอำนาจนำ (Hegemonic Apparatuses) ประกอบด้วย 1. การจัดการภาพลักษณ์ของผู้นำ 2. การจัดวางระบบการเมืองเครือญาตินิยม (Political Cronynism) และการเมืองอุปถัมภ์ (Patronage Politics) 3. เครื่องมือทางเศรษฐกิจและกลไกประเภทที่ 2 คือ การใช้อำนาจรัฐ (State Apparatuses) ประกอบด้วย 1. การเข้าแทรกแซงกลไกอำนาจรัฐ และ 2.การใช้กลไกสื่อในการสร้างความชอบธรรมให้รัฐบาลและชนชั้นนำทางการเมือง อย่างไรก็ตามงานชิ้นนี้เป็นเพียงการศึกษาเพื่อสร้างคำอธิบายต่อปรากฎการณ์ ทางการเมืองที่เกิดขึ้น โดยใช้กรอบแนวคิดเป็นเครื่องมือในการวิเคราะห์ และทำความเข้าใจการสร้างอำนาจนำเท่านั้นThis paper aims to present the political phenomenon happened in Cambodia. The Hegemony framework of Antonio Gramsci was applied as a tool to explain the phenomenon that happens under the regime of Prime Minister of Cambodia, Somdech Hun Sen. Particularly, he applied the Hegemony to propagandize,Keywords : the press, integrity, creditability, the penal code, the civil and commercial code dominate and control his people through the media, institutions and other tools. In general, these tools have been exploited by the elites both in the social space, known as ‘civil society’ and in the political society with the aim to control their people absolutely.

This study has also been categorized the Hegemony concept of Somdech Hun Sen into 2 types. The first is called ‘Hegemonic Apparatuses’ which include 1) the Image Management, 2) the Political Cronyism and Patronage Politics and 3) the Economic Instruments. The second type is the State Apparatuses which include 1) the State Intervention and 2) the media use for making political legitimacy. However, this paper merely aims at explaining the political phenomenon happened in Cambodia under the regime of Somdech Hun Sen through the lens of Hegemony framework so as to understand the political phenomenon only.
