Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อวิเคราะห์ระดับความสอดคล้องระหว่างตัวชี้วัดหลักเกณฑ์การประเมินผลการดำเนินงานที่มีอยู่กับผลการปฏิบัติงานจริงของสหกรณ์ออมทรัพย์ โดยทำการเลือกกลุ่มตัวอย่างแบบหลายขั้นตอน ใช้กลุ่มตัวอย่างจำนวนทั้งสิ้น 313 สหกรณ์ โดยสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ ได้แก่ แบบสอบถามแบบมาตราส่วนประมาณค่า 6 ระดับความสอดคล้องและสถิติที่ใช้ในการวิเคราะห์ข้อมูลโดยใช้ร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน

ผลการสำรวจตัวชี้วัดวิจัยนำมาสู่ตัวชี้วัด หลักเกณฑ์การประเมินผลการดำเนินงานของสหกรณ์ออมทรัพย์จำนวน 15 ด้าน ที่ได้มีการบรูณาการตัวชี้วัด หลักเกณฑ์ประเมิน จาก 3 หน่วยงาน ได้แก่ กรมส่งเสริมสหกรณ์ กรมตรวจบัญชีสหกรณ์ และชุมนุมสหกรณ์ออมทรัพย์แห่งประเทศไทย จำกัด ผลการศึกษาพบว่า ระดับมีความสอดคล้องเฉลี่ย 15 ด้านตัวชี้วัดอยู่ในระดับสูงด้วยค่า 3.90 โดยสหกรณ์ตัวอย่างไม่สามารถเข้าใจในการนำตัวชี้วัดไปประยุกต์ใช้ที่ทำให้เกิดการปฏิบัติงานในสหกรณ์ ดังนั้น ค่าส่วนเบี่ยงเบนมาตรฐานสามารถถูกประเมินเพื่ออธิบายระดับความสอดคล้องของการปฏิบัติงานในสหกรณ์ โดยระดับความสอดคล้องของ คือ ด้านธุรกิจการให้กู้แก่สมาชิก อยู่ในระดับสูงมาก ด้วยค่าสูงสุด 4.32 ขณะที่ระดับความสอดคล้องด้านบริหารการเงิน อยู่ในระดับสูงมาก ด้วยค่ารองลงมา 4.30 อย่างไรก็ตาม การพัฒนาคุณภาพชีวิต และการติดต่อสื่อสาร สำหรับการพัฒนาเครือข่ายธุรกิจสหกรณ์ ตัวชี้วัดทั้งสองอยู่ในระดับปานกลางด้วยค่า 3.35 และ 3.21 ตามลำดับ ตัวชี้วัดทั้งสองชี้ให้เห็นถึงการปรับปรุงแก้ไขหลักเกณฑ์การดำเนิน งานที่นำมาสู่การปฏิบัติในสหกรณ์ออมทรัพย์ที่เกี่ยวข้องในด้านการจัดหาทุนแก่สหกรณ์ การฝึกอบรม และการพัฒนาคุณภาพชีวิตของสมาชิกสหกรณ์ที่ส่งผ่านโดยการติดต่อสื่อสารระหว่างธุรกิจสหกรณ์

 

The objectives of this study were to analysis consistency of criteria evaluation between existing operation and real operation in savings and credit cooperatives. Samples were randomized by Multi-Stage Random Sampling and questionnaires were used to collect data with 313 cooperatives, measured by ratio scales of consistency levels by means of percent, mean and standard deviation.

The results indicated that 15 indicators for evaluating the performance of saving and credit cooperatives were determined by integrating three offices (Cooperative Promotion Department, Department of Cooperative Auditing, and the Federation of Saving and Credit Cooperatives of Thailand Limited). It was found that average consistency level of 15 indicators was at a high level with the values of 3.90. It indicated that the samples could not understand how to apply the indicators to their practices in the cooperation. Therefore, SD values in each indicator could be evaluated to explain consistency levels of practices. It was conducted that consistency levels of loan business were at a very high level with the highest values of 4.32 while that of finance administration were at a very high level with the second highest values of 4.30. However, life quality development and communication for developing cooperative business networks indicators were at a medium level with the values of 3.35 and 3.21, respectively. These two indicators indicated enhancement to operate in saving and credit cooperatives related to funding, training, and insuring to members through communication among cooperative business networks.
