The Development of Management Model of Supervisors to Enhance the Quality of Administration in Vocational Colleges

Abstract
The research article consisted of the following objectives: 1) to investigate the components of a management model for supervisors to enhance the quality of administration in vocational colleges; and 2) to develop and assess the propriety of a management model for supervisors to enhance the quality of administration in vocational colleges. The study used a mixed-methods approach to evaluate exploratory and confirmatory factors. Convenience sampling was used to select a sample group of 390 directors, deputy directors, and supervisors. The target group for assessing the propriety of a management model for supervisors to enhance the management quality in vocational colleges included people with knowledge and experience, academic work and research in educational management, i.e. administrators of educational institutions with management experience, scholars, and experts in educational management, for a total of 9 people. The tools used for data collection were questionnaire and assessment form. The obtained data were analyzed by percentage, mean, and standard deviation.
From the study, the following results were found: 1) The components of a management model for supervisors to enhance the quality of administration in vocational colleges comprise: (1) plans, (2) supervisors, (3) budget, (4) operation method, and (5) management. The management model consists of seven steps: (1) planning, (2) personnel management, (3) budget management, (4) command, (5) control, (6) follow-up and (7) assessment. 2) The development and assessment of the propriety of a management model for supervisors to enhance the quality of administration in vocational colleges leads to the development of a management course for supervisors to enhance the quality of administration in vocational colleges based on the "1P4M 7 Steps (PSBCCME)" model. Experts view that the model has the highest level of propriety in all seven steps of a management model for supervisors and the five components of a management model for supervisors.
