The Development Model of One-stop Investment Service at the Provincial Level of the Planning and Investment Department in Champasak Province, Lao People’s Democratic Republic

Abstract
The purposes of this study were 1) to study the conditions and problems of a one-stop investment service of the Planning and Investment Department in Champasak Province, Lao PDR, 2) to create the development model of a one-stop investment service at the provincial level of the Planning and Investment Department in Champasak Province, Lao PDR, and 3) to assess the development model of a one-stop investment service at the provincial level of the Planning and Investment Department in Champasak Province, Lao PDR. The samples were obtained by purposive sampling that could be divided into 3 phases: phase 1 included 200 employees of the Department and Investment, phase 2 consisted of 15 experts with knowledge and experience in providing a one-stop investment service, and other 15 experts with knowledge and experience in a one-stop investment service were selected into phase 3. The data collection were questionnaires, interviews, and group discussions. The statistics were percentage, mean, standard deviation, and the content analysis.
The research findings revealed as follows: The conditions and problems of a one-stop investment service of the Planning and Investment Department in Champasak Province, Lao PDR which had the highest mean level was organization management ( = 3.75) followed by personnel (
= 3.57) and management (
=3.56) respectively. The development model of a one-stop investment service of the Planning and Investment Department in Champasak Province, Lao PDR comprised of 4 elements: principles, objectives, operations, and conditions of success of the model. Firstly, the Principle was the development of a one-stop investment service, the objective was to obtain the development model of a one-stop investment service. The operation included 1) finding problems and causes, 2) planning and operating, 3) monitoring and evaluating the model. The conditions for success were that organizational executives and related personnel were aware of the importance, the preparation, and the understanding of providing services providing. Additionally, the operations and work controls should be monitored and supervised regularly by the organizations and departments. In addition, the results of the assessment of the development model for a one-stop investment service at the provincial level of the Planning and Investment Department in Champasak Province, Lao PDR were appropriate and practicable at a high level.
