A Personnel Management Model for the Modern Age, at the Sangha Teacher College, Lao People’s Democratic Republic

Abstract
The research article consisted of the following objectives: 1) to investigate conditions, problems, and the guidelines for personnel management for the modern age at the Sangha Teacher College, Lao People's Democratic Republic; 2) to create a personnel management model for the modern age at the Sangha Teacher College, Lao People's Democratic Republic; 3) to experiment a personnel management model for the modern age at the Sangha Teacher College, Lao People's Democratic Republic; and 4) to evaluate a personnel management model for the modern age at the Sangha Teacher College, Lao People's Democratic Republic. The study employed mixed-methods research. Key informants included 1) 130 college administrators and teachers; and 2) 9 experts. The tools used were 1) 5-point Likert scale questionnaire; and 2) model evaluation form. The obtained data were analyzed by mean and standard deviation.
From the study, the following results are found:
1) The overall present conditions, and in each aspect, have operation at a moderate level.
2) A personnel management model for the modern age at the Sangha Teacher College, Lao People's Democratic Republic consists of 5 components, as follows: (1) principles, (2) objectives, (3) operational methods, (4) evaluation, and (5) conditions for success.
3) The results of experimenting a model with the Sangha Teacher College show that the pretest is at a moderate level, while the posttest is at a high level.
4) The results of evaluating a personnel management model for the modern age at the Sangha Teacher College, Lao People's Democratic Republic show that a model is at a high level, with propriety, feasibility, and utility at a high level.
