Development of a Model to Enhance Competency of Members of the Provincial Administrative Organization Council in Northeastern Provinces

Abstract
The research article included the following objectives: 1) to examine the current competency of members of the Provincial Administrative Organization Council in the northeastern provinces; 2) to develop a model to enhance the competency of members of the Provincial Administrative Organization Council in the northeastern provinces; and 3) to evaluate a model to enhance the competency of members of the Provincial Administrative Organization Council in the northeastern provinces. The study used a mixed-method approach. The sample group included 252 members of the Provincial Administrative Organization Council in the northeastern provinces, chosen using single-stage cluster sampling, as well as 13 experts on model development and 17 experts on model evaluation. A questionnaire, focus group discussion form, and evaluation form were utilized as tools. The collected data were assessed using the mean, standard deviation, and content analysis.
From the study, the following results are found: 1) The competency of members of the Provincial Administrative Organization Council in the northeastern provinces is overall at a high level, with a mean of 3.88; 2) A model to enhance the competency of members of the Provincial Administrative Organization Council in the northeastern provinces includes the following components: 2.1) Knowledge and understanding of the roles and responsibilities of members of the Provincial Administrative Organization Council in order to perform their duties efficiently, 2.2) Knowledge and understanding of the laws and regulations pertaining to the operation of the Provincial Administrative Organization Council; 2.3) Application of knowledge for the benefit of the operation in an efficient and effective manner; and 2.4) Adjustment of work attitude to accomplish tasks in a balanced and creative manner; and 3) The evaluation of the model has shown that the model has reached the highest level in terms of propriety, feasibility, and utility.
