The Area-Based Education Management Strategies for Enhancing Educational Quality in Small-Sized Schools under Mukdahan Primary Education Service Area Office

Abstract
The following objectives were included in the research article: 1) to investigate the components, existing and desirable conditions, and needs. The sample group consisted of 165 school administrators and academic head teachers who were chosen using stratified random sampling; 2) to create and examine the strategies. The key informants were 9 experts selected through purposive sampling; 3) to test the strategies. The target group consisted of 7 small-sized school administrators or teachers who volunteered to participate; and 4) to evaluate the efficiency of the strategies. Key informants included 7 small-sized school administrators or teachers selected through purposive sampling. The instruments used for the study included: 1) a component propriety questionnaire; 2) a current and desirable conditions questionnaire; 3) an interview form; 4) a propriety questionnaire; 5) a test form; 6) a behavioral questionnaire; 7) an efficiency questionnaire; and 8) a satisfaction survey. The statistics used were percentage, mean, standard deviation, and priority needs index (PNI).
The results of the study revealed as follows: 1) The area-based educational management strategies for enhancing educational quality in small-sixed schools includes of five components and 26 indicators with the highest level of propriety. The current conditions are moderate, while the desirable conditions are at the highest level. Decentralization is at the top of the priority list of the needs index; 2) The strategies comprise a vision, a mission, and objectives. The strategies include 5 major strategies, 10 minor strategies, and 43 practices for implementation and control. The propriety evaluation result is at the highest level; 3) The posttest of developmental participation is higher than the pretest, as is the level of behavior; and 4) The feasibility and utility of the strategies are at the highest level, as is the level of satisfaction.
