Strategic Plans to Enhance the Capability of Community Educational Organizations in Chiang Mai Province within the ASEAN Community Framework, Phase 3

Abstract
The research article had the following objectives: 1) to investigate methods of preparation, problems, obstacles, and solutions; and 2) to propose strategic plans to enhance the capability of community educational organizations in Chiang Mai Province within the ASEAN community framework. The study employed a qualitative research method. The primary data were collected from 11 community educational organizations who voluntarily participated in the study and were selected using purposive sampling based on the objectives. The study employed a participatory action research technique. A SWOT analysis was performed in order to obtain the strategic plans. The tools used for the study included a questionnaire and a structured interview form. The statistics employed were frequency, mean, percentage, and standard deviation.
From the study, the following results are found: 1) The preparation methods of community educational organizations are overall at a moderate level, with the preparation of information about ASEAN and the increase of educational personnel being the highest. The problems include the management system, personnel, and budget. The solutions are to improve the quality of organizations, students, personnel, and budget. 2) The strategic plans to enhance the capability of community educational organizations in Chiang Mai Province within the ASEAN community framework include turnaround strategy, retrenchment strategy, aggressive strategy, and stability strategy.
