Competency Model of School Administrators under the Pathum Thani Primary Educational Service Area Office in the Changing Era

Abstract

This research aimed to 1) investigate and confirm the competency components of school administrators, 2) construct the competency model of school administrators, and 3) verify the competency model of school administrators in schools. The research sample consisted of 426 administrators under the Pathum Thani Primary Educational Service Area Office. The key informants included nine experts. The instruments were questionnaires, interview forms, test forms, model assessments, and satisfaction assessments. To analyze the data, the researcher conducted the statistics consisting of frequency, percentage, mean, standard deviation, dependent samples t-test, and content analysis for the qualitative study.


The findings revealed that 1) school administrators' competency components included five elements: strategic management, innovation-oriented creative thinking, interpersonal, planning and management, and self-management. The validity of the model fit to the empirical data (Chi-Square = 0.55, p = 0.757, df = 2, RMSEA = 0.000, GFI = 1.0000). The constructed competency model for school administrators comprised principles, objectives, administrator competency elements, development processes, and implementation evaluation and success conditions. The model showed appropriateness and potentiality at the highest level. (3) The outcome of the competency model verification in school appeared to be that the cognitive test results after applying the development model had a higher score than before the experiment, which was statistically significant at the level 0.05. The satisfaction assessment results of the competency components of school administrators were at the highest level.
