Strategies for Managing Local Health Security Funds in Regional Health 2

Abstract
The objectives of this research were 1) to explore conditions, problems, and factors related to local health security funds administration in regional health 2; 2) to develop strategies for managing the local health security funds in regional health 2; and 3) to evaluate the management strategies for local health security funds in regional health 2. The study employed research and development approach. The population consisted of executives and members of the local health security funds in regional health 2. The sample group included 214 persons. The research instruments were a questionnaire, an interview form with 12 persons, focus group discussion with 10 persons, and strategy assessment form with 18 persons. The obtained data were analysed by frequency, percentage, mean, standard deviation, and content analysis.
From the study, the following results are found: 1) From exploring conditions, problems, and factors related to local health security funds administration in regional health 2, it is discovered that the management is built on the budget plan. While the problems involve the creation of a strategic map or a community health map that is complicated and lacks participation. Related factors include the funds' ability to develop in order to meet the objectives; 2) There are nine strategies for managing the local health security funds in regional health 2, which are (1) Increasing the effectiveness and potential of the committee, (2) Strengthening the committee, (3) Developing a health information system, (4) Increasing the efficiency of making plans based on fund standards and indicators, (5) Improving knowledge and comprehension of people's roles in operations, (6) Creating a public relations model that encompasses all target audiences, (7) Promoting the roles of the public sector in health care on their own, (8) Creating a system for controlling, regulating, monitoring, and evaluating efficiency, and (9) Promoting the use of evaluation results for development at all levels; and 3) The management strategies for local health security funds administration in regional health 2 are found to be of propriety, feasibility, and acceptance at the highest level.
