The Empowerment of People Sector Network for the Development of a Happy Multicultural City

Abstract
The research article consisted of the following objectives: 1) to develop the empowerment of people sector network for the development of a happy multicultural city in Ayutthaya province; and 2) to present the mechanism to empower people sector network for the development of a happy multicultural city in Ayutthaya province. The study employed a participatory action research. Key informants comprised 20 leaders of volunteer citizens and 10 districts of network in Ayutthaya province. The tools used for data collection were focus group discussion, workshop, taking lesson learned through the after action review method, and participatory activities. The obtained data were analyzed by content analysis.
From the study, it is found as follows: 1) The empowerment of people sector network for the development of a happy multicultural city in Ayutthaya province consists of 4 stages which are (1) preparing people and information, as well as analyzing perception of happiness in Ayutthaya province, (2) implementing volunteer leader empowerment to build a participatory network, (3) putting the plan into practice and empowering networks to create a happy multicultural city, and (4) reviewing work and planning network power to expand happy areas; 2) The mechanism to empower people sector network for the development of a happy multicultural city in Ayutthaya province consists of 5 main principles which are (1) forming an alliance of volunteer leaders, (2) co-learning for transformation, (3) participating in building happiness within the community, (4) power of communication to expand the network, and (5) having good friends (Kalayāṇamitta) to develop community based on the research. The 'PAR SUK model: empowering volunteer leaders, building participation for the development of a happy multicultural city' is a body of knowledge gained from the study. ‘PAR’ stands for Participation, while ‘SUK’ refers to a happy multicultural city that covers 4 aspects namely, mind, wisdom, physical body, and society. The 4-stage cycle include (1) the power of a volunteer leader alliance, (2) the power of co-learning for transformation, (3) the power of building happiness within the community based on the network of volunteer leaders, and (4) the power of communication to expand the network.
