The Development of Information Systems Management Model in Government Organizations in Champasack Province, Lao People’s Democratic Republic

Abstract
The research article was conducted for three purposes, which were: 1) to study the condition of problems in the information management systems of government organizations in Champasakprovince, Lao PDR. The samples were 288 government officials from 18 organizations in Pakse, Champasack province, who were obtained by multi-stage sampling, 2) to develop a model for information management systems of government organizations in Champasack province, Lao PDR. The target group were executives and officials in Pakse, Champasack province and 10 foreign experts, 3) to assess the model of information management systems of government organizations in Champasack province, Lao PDR. The target group included the experts in government organizations in Pakse, Champasack province, and 18 foreign experts. The data collection were questionnaires, group discussions, and assessments. The statistics were mean, standard deviation, and the content analysis.
The research findings revealed as follows: 1) Conditions of information systems management of government organizations of Champasack province, Lao PDR in overall was a moderate level ( =3.10). The information collection, information check, information processing, information storage, information analysis, and information use were all data moderate level; 2) The development model for the information systems management of government organizations in Champasack province, Lao PDR consisted of 4 components: (1) the principle which was the coordination of government organizations to gather distributed information into a single information systems and could be accessed thoroughly, (2) the objectives of the model were to develop an information systems to be up-to-date, accurate, and efficient which would be used for the highest benefit, (3) the procedures were data collection, processing, and management systems which was a systematic operation in a form of Input-Process-Output, (4) the success conditions were the organizations must provide materials and equipment, educate the officials, do the management plan, and allocate enough and continuous budgets, as well as having a network of cooperation with all organizations in the government sectors; 3) An evaluation of the information systems management model of government organizations in Champasack province, Lao PDR in terms of propriety, feasibility, and utility was at a high level in all aspects.
