Leadership Characteristics and Components in Educational Institutions: Administration Based on the Strategies of Bioeconomy, Circular Economy, and Green Economy of Rajabhat University

Abstract
Universities across the nation must adopt government policies based on the models of bioeconomy, circular economy, and green economy in order to achieve the strategic goals of sustainable development. Nonetheless, Thai universities face constraints in implementing such strategies and models, particularly universities in the Rajabhat group, which have many limitations in planning the administrative strategies to align with their own development plans, which center around the models of bioeconomy, circular economy, and green economy. These limitations cover management orientation, resources, personnel, and technology, in order to produce innovations that result from cooperative development with locals and communities in accordance with policy requirements that constitute a development strategy. The most important things in developing Rajabhat University's strategy include: firstly, the administrators or leaders must possess the characteristics and components of leaders or administrators capable of leading Rajabhat University's administration toward the goals of success set forth in the above government strategy; and second, the aforementioned characteristics and components of university administrators can be successfully applied to university administration particularly in universities in Rajabhat group, who can successfully apply them in a variety of environmental contexts.
