The Development of Components of Transformational Leadership of Directors of the Division of Education, Religion and Culture, in the Department of Local Administration, the Ministry of Interior

Abstract
This study aims 1) to develop transformational leadership components of the Director of the Education, Religion and Culture Division under the local government organization, Ministry of Interior. 2) To study the practical feasibility of transformational leadership components of the Director of the Education, Religion and Culture Division under the local government organization, Ministry of Interior. 3) To study the strengths and the point that should be developed for the development of transformational leadership components of the Director of the Education, Religion and Culture Division under the local government organization, Ministry of Interior. This is descriptive research. The sample group are director of the Division of Education, Religion and Culture under the Local Administrative Organization, Ministry of Interior from the central provinces, 312 people. The tool used to collect data is a questionnaire. Data analysis was performed by data analysis using descriptive statistics, including: frequency, percentage, average, standard deviation, skewness, kurtosis, Kolmogorov and confirmatory factor analysis.
The result indicated that 1) the development of transformational leadership components of the Director of the Education, Religion and Culture Division under the Local Administrative Organization, Ministry of Interior has 6 components: 1.1) the vision of change 1.2) the effective team building 1.3) the commitment 1.4) interpersonal skills 1.5) the evaluation and 1.6) alliances. 2) The Director of the Division of Education, Religion, and Culture in Central Provinces has the opinion that; every element of change leadership is high to the highest, in practice 80 percent and the transformational leadership variables of the Director of the Department of Education, Religion and Culture developed by the researcher were harmoniously consistent with the empirical data which can be determined from a statistically insignificant chi-square value that differs from zero Chi-square = 10.293; df = 8, p = .245). The prominent point of Transformational Leadership of the Director of the Education, Religion and Culture Division under the Local Administrative Organization, Ministry of the Interior is the first component: the vision of change is the most average ( = 4.303, S.D. = .350). The point that should be developed is the third component: the commitment is the lowest average (
= 3.994, S.D.= .391).
