Strategy for Traffic Management of Police Stations under Kamphaeng Phet Provincial Police Division

Abstract

The research article consisted of the following objectives: 1) to investigate the conditions, problems, and related factors to traffic management; 2) to propose the traffic management strategy; and 3) to evaluation of stategy. The study applied research and development approach, in which the study was divided into with three phases: 1) an investigation into the conditions, problems, and related factors of traffic management through the use of 201 questionnaires and in-depth interviews with 10 key informants; 2) the development of a strategy through in-depth interviews with 12 key informants, a workshop with 12 key informants and 15 experts through connoisseurship; and 3) the evaluation of a strategy through assessment forms with 19 persons. The obtained data were analyzed by frequency, percentage, mean, standard deviation, and SWOT analysis.


From the study, the following findings are discovered: 1) The conditions of the traffic management strategy revealed that there is a plan in place to establish work guidelines, as well as authority and responsibility. The use of order and motivation is employed by giving advice to the operational team. Monitoring, reviewing, and evaluating work performance are all included in the strategy. The problems are found as follows: little engagement from all sectors in establishing a plan, officers performing their work inconsistent with their assigned duties, poor leadership in work performance, Regarding the factors related to traffic management, the internal factors that are strengths are as follows: administrators and officers are determined to perform the job. The internal factors that are weaknesses are: insufficient manpower to meet the workload and responsibility, as well as officers in traffic operations are occasionally given unexpected or urgent orders which results in operational errors. The external factors that are opportunities include the majority of people are ready to cooperate and support traffic work; 2) The developed strategy consists of a vision, mission, goals, strategic issues, indicators, and measures that are utilized as methods or guidelines to solve traffic management problems so that people can be safe in life and property while traveling on the road; and 3) The results of evaluating the developed strategy are found to be of consistency, propriety, feasibility, and utilization.
