Components of Teacher Leadership in Competency-Based Learning Management for Teachers of the Science and Technology Learning Strand

Abstract
The research article aimed at investigating the components of teacher leadership in competency-based learning management for teachers of the science and technology learning strand. The study was divided into two stages: 1) studying and synthesizing documents on the components of teacher leadership in competency-based learning management from 15 sources; and 2) verifying the components of teacher leadership in competency-based learning management according to the framework synthesis from documents by five experts. The tools used to collect data were analysis form and interview form. The obtained data were analyzed by content analysis.
From the study, the results found that there are 5 components of teacher leadership in competency-based learning management namely 1) a process of competency-based learning management which is an analysis of students according to their competency, the design of learning management that is appropriate to students, the use of media and learning sources through measurement and evaluation; 2) The development of competency-based curriculum in which teachers define competency-based objectives, manage competency-based learning with an emphasis on practice by students of all ages, determine the competency that is appropriate for students, analyze the curriculum, apply the curriculum, measure and evaluate the curriculum; 3) Self-development and teacher development, in which teachers should be committed to developing themselves, setting a good example, being the leader in developing themselves and their coworkers, and being a learner; 4) Teacher characteristics include being a good example, having love ad faith in the teaching profession, being kind and compassionate to students, and adhering to morals, honesty, and fairness; and 5) Competency-based measurement and evaluation include learning planning and assessment, real-world assessment, building and identifying high-quality tools, and applying data from assessments to develop students.
