Abstract

The article consisted of two objectives: 1) to develop a Forensic Medical Record program related to electronic document management system in forensic medicine in the region under a case study of electronic emergency medical records from traffic accidents, to study the efficiency and effectiveness of the quality assessment score level of outpatient/emergency medical records of a conventional traffic accident emergency medical record and a newly developed forensic medical record program, and 2) to compare  the efficiency and effectiveness of the quality assessment score level of outpatient/emergency medical records of a conventional medical record and a newly developed forensic medical record program. The study sample consists of targeted group including physicians, nurses, and relevant units involved in the legal medicine practice, totalling 323 individuals. The statistical methods such as mean, standard deviation, effectiveness index, and t-test were used in this study.

From the study, the following results are found: 1) From the evaluation of the innovative forensic medicine program in road traffic accidents by three experts, the overall efficiency of the forensic medical record web application was at a good level (gif.latex?\bar{x}  = 4.00, S.D = 0.43). When considering individual aspects, all aspects were at good level. The aspect with the same highest mean was Accuracy and Design (gif.latex?\bar{x}  = 4.33), followed by User Experience  (gif.latex?\bar{x} = 4.00), Security Test (gif.latex?\bar{x} = 3.67), and the aspect with the lowest mean was User Interface (gif.latex?\bar{x}  =3.33). 2) From the comparative study of the efficiency and effectiveness of the quality assessment score level of outpatient/emergency medical records of a conventional medical record and a newly developed forensic medical record program in the sample of 18 hospitals from the quality assessment score record, the mean score of the conventional medical record was 39.5 while the mean score of the new medical record was 43.2 with a difference of 3.72. The sum of the difference was 12.6. In conclusion, when testing the difference between the means, it was found that the mean score of the new medical record was higher than that of the conventional one with a statistical significance level of 0.05 level, reflected by outpatient/emergency medical record quality assessment score level. The results implied that the new model gained higher efficiency and effectiveness than the conventional one.
