The Development of Human Resource Strategies of the Southern Financial College in Champhasak, Lao People's Democratic Republic

Abstract

The research article consisted of the following objectives: 1) to study the conditions and problems of the strategies for human resource development of Southern Financial College in Champhasak District, Lao People's Democratic Republic; 2) to find guidelines for developing the strategies for human resource development of Southern Financial College in Champhasak District, Lao People's Democratic Republic; and 3) to evaluate the strategies for human resource development of Southern Financial College in Champhasak District, Lao People's Democratic Republic. The target group was divided into three phases: 1) The first phase included 74 persons of the Southern Financial College personnel in Champhasak District, Lao People's Democratic Republic; 2) The second phase included 9 experts comprising 3 administrators, 3 scholars, and 3 personnel representatives; and 3) The third phase included 17 experts in evaluating the strategy for human resource development of Southern Financial College in Champhasak District, Lao People's Democratic Republic. The research instruments were a questionnaire, an interview form, and focus group discussion form. The statistics used were percentage, mean, standard deviation (S.D.), and content analysis.


            From studying the conditions and problems of the strategies for human resource development of Southern Financial College in Champhasak District, Lao People's Democratic Republic, it has been found that occupational development has the highest mean, with organizational development as the lowest mean. The guidelines for developing the strategies for human resource development of Southern Financial College in Champhasak District, Lao People's Democratic Republic consists of 5 strategies: 1) The first strategy is the promotion of training; 2) The second strategy is the development of life quality; 3) The third strategy is self-development; 4) The fourth strategy is occupational development, and 5) The fifth strategy is organizational development. The results from evaluating the strategies for human resource development of Southern Financial College by experts have been found that the propriety and feasibility are at the highest level in all five strategies.
