The Value and Importance of Villages, Temples, and Schools Towards the Development of Public Sector Dispute Mediation Center: A Case Study of the Public Sector Dispute Mediation Center in Sawai Subdistrict, Prangku District, Sisaket Province

Abstract

The research article consisted of the following objectives: 1) to study the context of “villages, temples, and schools” including the history and development of the public sector dispute mediation center in Sawai subdistrict; 2) to study the value and importance of villages, temples, and schools towards the development of public sector dispute mediation center in Sawai subdistrict; and 3) to analyze the role of villages, temples, and schools towards the development of public sector dispute mediation center in Sawai subdistrict. The study applied a qualitative research approach by studying documents and experimental research. The data was collected through in-depth interviews with key informants who were a group of monks, a group of community leaders, and experts, in a total of 17 persons. The obtained data were analyzed and presented by way of descriptive method.


            The results of the study are found as follows: 1) Sawai subdistrict consists of 10 villages with 4,076 population from different ethnicities. In order to build unity in the communities, there has been an arrangement for people to take part in the public sector dispute mediation center with villages, temples, and schools in developing the public sector dispute mediation center in Sawai subdistrict; 2) The importance of villages, temples, and schools is to build peace for the society as most people believe in monks and teachers. Therefore, the development of public sector dispute mediation center in Sawai subdistrict is considered a good thing; and 3) The sector dispute mediation center in Sawai subdistrict helps to build unity in the community by preventing and resolving various conflicts such as fact conflict, conflict of interest, relationship conflict, value conflict, and structural conflict. This can be done by integrating the Buddhist peaceful means for developing a model of public sector dispute mediation. The problems and obstacles found are that most of the people in Sawai subdistrict view that to deal with conflicts occurring in the community, they are used to negotiating and mediating by themselves.
